Unable to access downloaded data

Beginning with data downloaded on 2/20/2019, I am unable to open any of the files. Windows Explorer throws a generic error message indicating that the "destination file cannot be created"; WinZip throws a checksum error. Prior to 2/20 I had no issues with opening the files using Windows Explorer.

A review of the Support Forum shows this to be a somewhat intermittent issue that apparently gets resolved.

Once the issue is resolved on your end, will you send corrected data files to respondents or is the protocol for us to keep trying until it works?
